Buenos Aires’ identity began on June 11, 1580, when Juan de Garay carried out the second foundation of the city at what is now Plaza de Mayo. An earlier settlement founded by Pedro de Mendoza in 1536 had been abandoned, while Garay’s foundation created the continuous city lineage that became modern Buenos Aires. The new city was established together with the Port of Santa María del Buen Ayre, making the relationship between the city and the Río de la Plata part of its identity from the beginning.
The June 11 date carries a 31/4 imprint, an 11 day, 14/5 year energy, Dragon Eastern energy and Gemini Western energy. Dragon is compatible with Rat and Monkey and has Dog as its direct enemy. Rat timing produced a strong institutional recurrence in 1996, when Buenos Aires sanctioned its own constitution and established the framework for autonomous government. Dog timing provides a sharp contrast: in 2006, Chief of Government Aníbal Ibarra was removed from office following the political process arising from the Cromañón tragedy, producing a major political and institutional rupture. Monkey timing was tested but did not produce a sufficiently distinctive event to establish a second strong cycle.
CUE: Buenos Aires’ strongest pattern is turning a strategic gateway into a larger political and institutional center. Founded beside a major river and Atlantic route, the city expanded from port settlement to viceregal capital, national capital and autonomous city, repeatedly building new political and institutional structures around the same geographic position.
